There are a couple of viewing points before you reach the true top. All viewing points are worth the stop as they all show Wellington from different angles.

Worth it!
Walked from the Evans Bay Marina (free) carpark a few blocks to the start of the Mt. then up through the forestpark (passed the Frodo-site, which is a bit disappointing nowadays, I imagine it being more movie-worthy years ago) to the topview which was definitely worth it. View over the whole city and harbours. You'll pass a few more nice viewingpoint coming from this direction. Walked it in about two hours return. Some steep parts but very doable. There are several ways up/down through the park. Nice park to get away from the city. An exercise-treat when visiting this city.

You can walk from Evans Bay to the city centre passing Mt Victoria.
A very steep climb, but well worth the effort! The view from the lookout is astonishing and the walk down is nice viewing the beautiful houses on the hill. Took us roughly two hours.

But walking up is a nice quiet bushwalk. Some of the best views of Wellington from here.

You can either choose to drive to the top or there are various points around the city that you can start from.
Can get a 360 degree view of Wellington. The walks can be slightly steep but not too difficult. If you can drive then drive as it isn't as good a view to walk it up.

Several walks and bike tracks.
Lovely scenery. Several nice parks to stop part way up and picnic. At the top a gorgeous, panoramic view of the city, green belt, harbour, sea and mountains.
